We test this game quite often on many different hardware configurations and have not run into this issue. This game runs on Windows 10 without a compat mode setting. I have heard of an issue where DirectX fails to install through steam.

Can you try this? Run setup for that and after install try and launch game. If that doesn't work, go into steam, right click the game, properties, local tab, and run the "verify integrity of game cache".
